The Highland Council covers the largest land area of all Scottish local authorities (26,484 sq km) comprising 33% of Scotland and 11% of Great Britain.
This geography presents unique logistical and distance issues for the Council for delivering services across the Highlands and this affects the Council\\\'s management and governance arrangements.

Understandably, for effective and equitable treatment with common service standards, front line services have been decentralised, as local service delivery can be improved through local knowledge, accountability and scrutiny.

The Council has 80 elected members; 55 of whom are independents. Council decisions are made collectively after debate at committee meetings. All committee meeting minutes and agendas are on-line for public decision making. Minutes provide a full record of debate, any voting and decisions made.
